Programme Description
The scheme is a non-taxable and a conditionally repayable grant of 50% of the qualifying cost incurred during development activity with a minimum grant amount of R10 million rand per project, repayable on successful commercialization of the project. Repayment is in the form of a levy. The repayment levy is calculated as the percentage of the projected value of sales, paid bi-annually, over a specific number of years (typically for 5 years starting at the first year of recorded sales) which will give a certain nominal Internal Rate of Return (IRR). The required IRR is periodically reviewed and is currently prime plus 3%. The levy percentage and repayment period is set at the time of the award. In considering support for a project under PII, there should be a clear indication of the causality (additionality) that will follow from the support.
There are no BEE incentives under the scheme.

Application Process
The Intellectual Property Rights must reside in a South African Registered company and shall be owned by the IDC and the applicant in proportion to the respective contributions of the Partnership Scheme and the applicant.
Must comply with relevant National And International Standards
Projects that are more than 50% complete at the time of the application do not qualify (Exception may be made for applicants with total assets less than R5 million).
The product/processes must not be for a single client
Those projects where some of the technology is licensed from a third party and the license agreements restrict the commercial application do not qualify for this scheme.
Success Stories
i. Csense Systems (Pty) Ltd is a Waterkloof Heights based engineering technology company that developed Discreet Troubleshooting, which is a platform for advanced control and process solutions.
ii. Sally Williams Fine Foods (Pty) Ltd developed an Ultrasonic Cutting process that cuts nougat into various shapes and sizes. The products are exported to markets that include the European Union, United States of America, and Australia.
iii. EM Software and Systems (Pty) Ltd specialises in electromagnetic engineering developed the Integrated Compliance System. It is an integrated system for use in the assessment and management of human exposure to electromagnetic fields at radio frequency transmitter sites. This is very useful as it assists concerned organisations to become compliant with the International Commission on Non Ionising Radiation Protect Guidelines.
