Programme: Sefa Wholesale Lending Products - Land Reform Facility RFI/BFS/SF

Organisation: Capitalised by the Department of Rural Development and Land Reform, is supported by the European Union and disbursed through Sefa


Type of Support

·         Funding; and

·         Training;

·          Skills development.


Programme Description

This is a  Land Reform Empowerment Facility (LREF)where

Sefa lends money to commercial banks and other reputable agricultural lenders for on-lending to land reform beneficiaries. These are the available options:

·         Mortgage loan facility- up to R15 million per project for acquisition of land for agricultural production purposes;

·         A Maximum loan of R1 million per black person participating in the project which must be repaid within a period not exceeding 12 years;

·         Equity Share Scheme involving land reform beneficiaries and private sector partners purchasing equity in the form of shares in a land based agricultural enterprise;

·         Production loans – not more than R500 000 per enterprise production cycle , repayable within 12 to 18 months; and

·         Agricultural Asset Finance –for agricultural machinery and equipment, not more than R800 000 per farmer.

There is also a training grant awarded for skills development and training.

Application Conditions

For the Production loan, not more than 10% of total funding will be provided.

Own contribution may be required from the beneficiary.

For the Agricultural asset finance, security in the form of a notarial bond over the financed asset is required.
